Why is my reply ready before they finish speaking?

Because conversation runs on a turn-taking clock that gives you almost no time. In a 2009 study of ten languages, the average gap between turns was about 200 milliseconds, while planning even a single word takes roughly 600 milliseconds. Those numbers only add up if the reply starts building before the speaker finishes. So your brain predicts the point early.

Why do I plan my reply instead of following the point?

Because speech arrives slower than your brain can think, and the spare capacity fills with your next turn. That surplus does not sit idle: it drafts your counter, your opening line, even the email you will send after the call.

You interrupt the reply-building loop with three moves: pause two seconds after the other person finishes, restate the point in your own words before adding anything, and park the counterargument forming in your head in one written word while you keep listening. The silence feels long to you and normal to them.

The restate forces the comprehension step the turn-taking clock skipped: "So the constraint is the budget, not the timeline, right?" And the parking spot answers the objection that is forming mid-sentence; it will still be there in ten seconds. Their point will not.
